DESCRIPTION:Jails nationwide are facing a growing crisis: Individuals with serious mental illness are waiting longer than ever for competency restoration services\, often without timely access to clinically appropriate treatment. Limited capacity in state hospitals and restrictive legal frameworks have resulted in prolonged wait times for care.\nIn this webinar\, experts will examine the urgent need for expanded treatment authority in correctional settings and explore practical solutions to improve care and outcomes. Featuring a spotlight on Washoe County’s pioneering jail-based competency restoration program (the first of its kind in Nevada)\, this session combines policy insights\, real-world implementation experience\, and actionable strategies for facilities navigating similar challenges.\nAttendees will gain a clearer understanding of emerging models\, key legal considerations\, and practical steps they can take to better support individuals awaiting competency restoration.\nLearning Objectives\n\nExamine proposed policy solutions to expand treatment authority\, enhance accountability\, and improve competency restoration outcomes for individuals with SMI\nEvaluate the structure and success factors of a jail-based competency restoration program\nApply practical strategies to manage individuals awaiting restoration services\n\n\nPresenters  \n\n\n\nSgt. Rena Aldrich oversees the jail-based mental health unit for the Washoe County Sheriff’s Office. With more than 14 years of law enforcement experience\, she has served in a variety of operational and leadership roles. Before joining the Washoe County Sheriff’s Office\, Sgt. Aldrich served in the patrol division with Nye County. She later joined the detention division at the Washoe County Sheriff’s Office and was promoted to sergeant in 2023. From January 2023 to September 2025\, she served as a housing sergeant before assuming leadership of the jail-based mental health unit. Her diverse experience supports her commitment to effective correctional and mental health services.\n\n\nJennifer Dutil\, MS.Ed.\, LCPC\, is a licensed clinical professional counselor and program director of THRIVE\, NaphCare’s jail-based competency treatment program in Reno\, Nevada. She provides strategic and clinical leadership for a multidisciplinary team delivering evidence-based competency restoration services to individuals with serious mental illness involved in the criminal legal system. Ms. Dutil oversees program operations\, clinical care\, treatment planning\, quality improvement initiatives\, and collaboration with correctional\, legal\, and health care partners. She has extensive experience in behavioral health leadership across correctional\, hospital\, outpatient\, and university settings and is dedicated to advancing innovative\, recovery-oriented care for justice-involved populations.\n\n\n\n\nRichard Forbus\, MBA-HCM\, CCHP-A\, is the NCCHC vice president of program development. He has more than 30 years of experience in corrections\, retiring as a corrections captain after 25 years of service in one of the nation’s largest NCCHC-accredited county jail systems. In his final assignment\, he was responsible for operations\, policy and procedure\, training\, programs\, reentry\, and accreditation. He also served as the sheriff-appointed jail commander. In his role at NCCHC\, he works with correctional and health care leaders nationwide to identify solutions for providing quality correctional health care services. A Marine Corps veteran\, he holds a Master of Business Administration in health care management from Columbia Southern University and is a CCHP-A.\n\n\nLt. Jason Phillips is the services and special operations commander for detention at the Washoe County Sheriff’s Office. He began his law enforcement career in 2005 and has served with the Nevada Department of Corrections\, the Nevada Highway Patrol\, and the Washoe County Sheriff’s Office. During his career\, Lt. Phillips has developed programs in roadside interdiction\, narcotics detection with K-9 units\, alternative sentencing\, and mental health competency restoration.
